How the game plays differently from Pokémon FireRed, then every stat, type and ability it alters next to what the official games do.
How the game plays
Pokémon FireRed: Rocket Edition is a completed FireRed ROM hack by colonelsalt in which you are a low-ranking Team Rocket grunt, not a ten-year-old with a starter. Every grunt gets a Rattata; after that, the main way to build a team is to steal one Pokémon from any trainer you beat, with the trainer classes you may rob unlocking as your Rocket rank rises. The story runs parallel to FireRed's: Red is out there earning badges while you run Rocket missions from Celadon HQ to Mt. Moon, Cerulean, Lavender, Pallet, Cinnabar, Silph Co. and eventually the Indigo Plateau, and the game's own take on Kanto's back-story (the war with Johto, Mewtwo, MissingNo., Oak) is the real plot. A notoriety system tracks your thefts after Lance goes on TV: policemen reward a clean record, Rocket admins reward a long rap sheet, and a high bounty shuts marts in your face. Mechanically it sits on MrDollSteak's Decap and Attack rombase: the physical/special split, the Fairy type, later-generation moves and abilities, running everywhere and early Fly, with wild encounter rates cut hard so stealing stays the point.
You play as Team Rocket
You are a new Team Rocket grunt, not a kid with a starter. The story runs alongside FireRed's: Red is out earning badges while you run Rocket missions across Kanto, and the plot is the game's own take on what Lance, Giovanni, Professor Oak and Mewtwo were really doing. The eight gyms and the League are still there, reframed around your missions, and after the story's trial you are bailed out for more to do.
Stealing Pokémon from trainers
Beat a trainer and you can steal one of their Pokémon. That, not catching, is meant to be how you build a team: wild encounter rates are cut hard, prize money is tiny, and Poké Balls stay expensive while the merchant grunt in each Rocket base sells healing items cheap.
Your first theft is the tutorial, a Spearow from the little girl by the Celadon fountain. Each trainer can be robbed once, ever. Who you may rob depends on your Rocket rank, and the VS Seeker lets you go back for trainers you were not allowed to rob before a promotion.

Bounty and notoriety
After Lance's TV broadcast every theft raises your bounty. While it is zero, policemen in almost every town give you a gift the first time you talk to each one. You can bring it down by paying bail or by handing in a stolen Pokémon (a higher level takes more off). A high bounty gets you turned away from Poké Marts, the best ones first. Meanwhile a Rocket admin in each base rewards your total number of thefts, whatever your bounty.
No starter, no lab
Every grunt is issued a Rattata. Your Pokédex comes out of a crate at Rocket HQ and the Fly HM from a scientist in the Celadon hideout before your first mission, and you can run from the start.
A clean run or a crooked one
The game rewards either way of playing, as long as you stick to it: steal nothing, or steal everything.

The main changes
- You play as a new Team Rocket grunt, not a trainer: the story runs alongside FireRed's from the villains' side
- Steal one Pokémon from any defeated trainer; who you may rob is gated by Rocket rank (Grunt: children and the elderly; Admin: women and teenagers; Executive: everyone but Gym Leaders and the Elite Four; Boss: everyone)
- A notoriety/bounty system after Lance's TV broadcast: police gifts for a clean record, Rocket admin gifts for thefts, marts that refuse you at high bounty, and an ending shaped by it
- 386 species with later-generation learnsets and second abilities, 18 of them retyped to Fairy; MissingNo. as a real, catchable species
- 485 moves including Generation 4 to 6 additions, with the physical/special split
- 77 wild encounter tables with the hack's own cut-down encounter rates, and 339 trainer fights with rosters read from the game itself
- Story bosses instead of a badge ladder: Red, Blue, Mr. Fuji, Daisy, Bill, Blaine, Lance, Agatha, Professor Oak and Champion Red, plus all eight Kanto gyms
