Eleven floors of Silph Co., a Lapras from a grateful employee, the Thunder Wave tutor on the second floor and the Mimic tutor in the Copycat's house, then Sabrina. The Fighting Dojo gives you a Hitmonlee or a Hitmonchan. Koga's badge is what finally lets you Surf.
