About Sacred Gold & Storm Silver
Drayano's enhancement hack of HeartGold and SoulSilver. Every route, cave and building was restocked so the whole National Dex is obtainable inside the game, with encounter tables that change between morning, day and night and two new radio channels that pull in evolved or out-of-region species. Gym Leaders, Rocket Executives, the Elite Four and Red run full six-Pokémon teams with held items, real abilities and competitive movesets, and the Kanto half of the game is levelled to be a genuine second act rather than a victory lap. Trade evolutions are handled with held items or new orbs you can use from the bag, stat and ability buffs are spread across the weaker species, and every evolution item is obtainable before the first Elite Four.

Reading the tables
RatesPercentages are the hack's own encounter rates; * marks anything at 5% or less.
TimesJohto and Kanto run on the DS clock. Morning is 4am–10am, day 10am–8pm and night 8pm–4am; tables marked with a time only appear then.
LevelsThe locations document gives one level range per area. It covers the walking tables, or Surf on the water-only routes; fishing levels are set by the rod, not the route.
RadioMeridian Sound plays on Wednesdays and Pastoral Sound on Thursdays. Both pull species into an area that are not on its normal table, and the Meridian encounters are often underlevelled.
TrainersTrainer teams come from a community log of Sacred Gold. Important trainers were recorded with items, abilities and moves; ordinary trainers only with species and levels. Storm Silver's teams differ only where the two versions differ at all.
TmsThe item document only lists the TMs Drayano moved; the rest sit where HeartGold and SoulSilver left them, so those are shown as unchanged rather than guessed at.

MovesThe documentation says Black and White's move rebalance was applied wherever possible, so move power, accuracy and PP are shown at Black/White values with the change noted.
